In 1938, the Office of the Historian of the City of Havana was founded with the objective of protecting the cultural and historical heritage inherited from the past. In 1959, with the revolutionary changes that took place on the island, the State completely reorganized the work it had carried out. As in 1978 the Historic Center of Old Havana was declared a national monument (in 1982 UNESCO declared it a World Heritage Site along with the city's fortification system), in the eighties its rehabilitation began, rehabilitating approximately 60 buildings. Since 1993 the Office of the Historian has legal powers to develop comprehensive rehabilitation plans following self-financing patterns.
